The Academic House of Education

In Bourgogne Franche-Comté, the 2 local Directorates of Education, the 2 universities (UB and UFC), the UBFC Federal University and the Canopé Network are involved in the Academic House of Education (MUE) project, a research and development centre for lifelong education.

The MUE aims to promote and support research and experimentation in order to renew pedagogical, organizational and managerial models.

It aims to be a demonstrator, an incubator, a vector of transfer and communication on a regional scale, with a view to modelling and dissemination on a national and international scale.

As part of the future “City of Knowledge and Innovation” promoted by the “Grand Besançon Métropole” Urban Community, the building that will house the Besançon component of the MUE project will bring together in shared spaces components of its three founding entities: the initial and continuing training departments of the Besançon Directorate of Education, the Teachers’ Training College (ESPE) and the Federation for Research in Education of the University of Franche-Comté and Canopé.

The pavillon

The Pavilion * will be a showcase for the MUE project, highlighting its activities and concept.

A hybrid, modular and polymorphous equipment, it will be a living, coworking, experimentation, codesign and sharing space and will also host various educational, promotional and cultural events.

The MUE pavilion will be mobile, modular and scalable, quick and easy to install, adaptable, versatile and economical.

Organisation of the Competition

Object: intellectual service contract of design of a mobile pavilion, adaptation of the concept into an object / fabricable prototype.

Award: The public intellectual service contract will be awarded according to the procedure set out in Article R2122-8 of Decree 2018-1075 of 3 December 2018.

Phase 1 of recruitment : open procedure.

Deadline for applications : 6 may 2019.

Language : french or english.

Minimum requirements : CAD skills (for manufacturing implementation).

Composition of the Jury : four votes for the MUE, one for the Grand Besançon Metropolitan Urban Community and one for the consulting architect.

Critères d’évaluation : motivation 60%, relevance of references 20%, subjectivity of the jury (with regard to the presentation file) 20%.

Dossier for phase 1 :

  • A written presentation of the candidate, format (A4 portrait), free type, size 11, maximum two pages.
  • A presentation of his work, his achievements, format (A3, landscape), diagrams, photos, illustrations, sketches, comments, etc. Two pages max.

Selection of 5 candidates.

Compensation at the end of phase 2, for candidates selected in phase 1: €1,500, with the exception of incomplete or technically infeasible offers.

Phase 2 of recruitment: restricted procedure in two stages

Deadline for submission of projects : 8 July 2019.

Language : french or english.

Minimum requirements : electronic documents. Preliminary design level, all documents must be usable by the selected manufacturer.

Step 1 : validation of the feasibility of the project by a working group composed of a representative of the Urban Planning Department, a representative of the Doubs UDAP and a representative of the Fire and Rescue Service.

Step 2 : selection of a winner by the jury.

Composition of the Jury : same as phase 1

Evaluation criteria :

Technical relevance 50% (mobility, adaptability, response to specifications, etc.), relevance and detail of the provisional budget 30%, subjectivity of the jury 20%.

Project report for phase 2 :

  • A written presentation of the project, format (A4 portrait), free type, size 11, max. two pages.
  • An illustrated presentation of the project, format (A3, landscape), diagrams, photos, illustrations, sketches, comments, etc. Two boards max.
  • Optional : a free presentation (model, origami, etc.) at your convenience.
  • An oral presentation of the project to the jury (physical presence or by videoconference, approximately 1 hour, in French or English).

Specifications

A minimum useful floor area of 60m2 distributed as follows, i. e :

  • A module of 60 m2 of divisible useful space or
  • Two modules of 30 m2 of useful surface area or
  • A module of 30m2 of useful surface area + 30 m2 of extension out of water

Mobility : modules weighing less than 3.5 tonnes, dismountable by 4 people without training and without heavy handling equipment (crane…).

Two types of uses are planned : (1) so-called “permanent” uses, where the space is self-sufficient and can be used without prior reservation and without the provision of additional equipment or furniture, and (2) occasional uses requiring prior reservation and the provision of equipment and furniture that vary according to the activities (described below).

The combined use with a second structure attached or connectable to the first must be integrated from the design stage.

The pavilion must be accessible to people with reduced mobility.

It must be able to open up, to allow a widening of the scope of activities (open-air or under canopy).

It must be able to be secured (in the evening or at weekends) to prevent theft, intrusion or damage.

The pavilion must therefore include the following equipment at all times :

  • 10 seats to work or relax
  • Bleacher seats or seating areas for 30 people for shows or cinema screenings
  • Displays or tools to present activities
  • Video recording equipment
  • A simple sound system
  • A heating device
  • A lighting system
  • Electrical outlets
  • Ventilation system (air renewal)
  • Possibility to divide the space (in 2 volumes)
  • A video projection device
  • Possibility of securing the transport boxes (Flight Cases type) of activity equipment
  • Basic material for post-production

Equipment (outside the budget)

  • 30 chairs with integrated tablet/tray type z-tool or node chairs
  • Improved video capture (lab class)
  • Improved sound system (shows + cinema)
  • Coffee equipment for 15 or 30p
  • Work tables
  • An improved video projection + exterior
  • Improved post-production

Specific activities: see table

Equipment and furniture related to specific activities must be able to be transported in flight cases with dimensions compatible with a Kangoo type light vehicle.

The budget for all expenses combined is 100 000€
